Ｔｈｅ Ｃｕｌｔｕｒａｌ Ａｄｖｉｓｏｒｙ Ｃｏｕｎｃｉｌ
(文化審議会) submitted a guideline report (答申) regarding "Keigo" to the Minister of Education,
reported all the major papers. Asahi article seems to be the most detailed one.
